 A Journey Toward Governance and Institutional Sustainability.Encompassing More Than 1,300 Policies and Operational Procedure at IMSIU


     Imam Mohammad Ibn Saud Islamic University has completed the Organizational Capital Development Project, which was launched in August 2024 as part of the University's strategic initiatives aimed at developing organizational structures, policies, and administrative procedures; enhancing institutional performance efficiency; strengthening operational effectiveness; and reinforcing governance principles in support of sustainable institutional transformation.

 

    During the early implementation stages, the University conducted a comprehensive review of existing organizational structures and analyzed organizational gaps across its various units. This process was supported by a series of coordination meetings and workshops that contributed to aligning perspectives, strengthening integration among organizational units, and enhancing the efficiency of oversight and execution.

 

     As the project progressed, the University developed a comprehensive regulatory framework that formed the foundation for preparing policies and procedure manuals. This resulted in the development of policies and operational procedures for 30 organizational units, including 350 regulatory policies and 952 operational procedures, contributing to the standardization of administrative practices, the reinforcement of institutional discipline, and the enhancement of overall performance quality.

 

    The University placed particular emphasis on governance, risk management, and compliance, leading to the preparation and approval of a set of key governance, risk, and compliance (GRC) documents. These included the Institutional Governance Guide, Compliance Manual, Committees and Councils Guide, Risk Management Policy and Framework, and the Academic, Administrative, and Financial Delegation of Authority Matrix. These outputs strengthened institutional transparency, enhanced governance standards, and established clear decision-making mechanisms.

 

    As part of building an integrated organizational capital system, the project also focused on developing a Job Descriptions Manual, designing a framework for workforce distribution, optimizing human resource allocation based on actual needs, and preparing a process automation roadmap. These efforts aim to streamline operations and reinforce institutional sustainability.

 

    To support knowledge transfer and internal capacity building, the University implemented specialized training programs in policies and procedures, governance, risk management, and compliance. More than 160 staff members from 30 organizational units, in addition to over 150 individuals in supervisory positions, benefited from these programs, reflecting the project's comprehensive scope and institutional impact.

 

    The project concluded with the formal approval and activation of its outputs during 2025, marking their official integration into the University's institutional framework. This milestone supports the University's objectives for institutional transformation, governance maturity, and organizational stability.

 

     The Organizational Capital Development Project represents a comprehensive model of institutional transformation implemented through successive phases. It reflects the University's commitment to adopting best administrative practices, enhancing performance efficiency, and building a resilient institutional environment that supports sustainability and long-term development.​
