• The competent authority for conducting scientific, educational, administrative and financial affairs at the university and implementing its general policy, in accordance with the provisions of the Higher Education and Universities Council System.​
• The University Council is formed in accordance with Article (19) of the Higher Education and Universities Council Law, and the membership of independent members is based on the governance rules for the selection of university council members appointed at Imam Muhammad bin Saud Islamic University issued by the University Council decision No. (31/10/1445 AH) dated (14/11/1445 AH).
