Government scholarships for international students are of two types:

Internal scholarships for non-Saudi students already legally residing in the Kingdom.
External scholarships for non-Saudi students residing outside the Kingdom.

Scholarships at Saudi government universities fall into three types according to their different benefits:

Full scholarships, in which the student receives all benefits.
Partial scholarships, in which the student receives some benefits — the educational institution may offer the student certain benefits such as a study seat only, or a seat plus housing, i.e. less than the full free scholarship.
Paid (fee-based) scholarships.
All of this is governed by the rules set by the educational institution's council, provided they do not conflict with the regulations governing this matter.
